The “Công đoàn Công Thương Việt Nam” app provides news from the trade union together with an automated assistant that answers questions about social insurance, labour law and union entitlements, for union members and workers. This policy explains what information we collect when you use the app, what we use it for, how long we keep it, and what rights you have over it.
The policy is based on the Law on Personal Data Protection passed by the National Assembly on 26 June 2025, Decree No. 356/2025/ND-CP of 31 December 2025 detailing a number of articles of that Law, and other applicable laws of Vietnam.
The app has no registration and no sign-in. You do not need to provide a name, phone number or email address to use any of its features.
1. Information we collect
When you install and use the app, the system records the following:
- A device code. On first launch the app generates a random string and stores it on the device. It is used only to recognise requests coming from the same device, so that the conversation history shown is the one belonging to that device. It contains nothing about your identity and nothing about you can be derived from it.
- The questions you send to the assistant and the corresponding answers. This arises only if you use the Q&A section.
- A push notification token issued by Google for the app on your device, used to deliver notifications about new articles. This arises only if you allow notifications.
- IP address and technical access logs recorded by the server, including the time of the request and the type of request.
2. How we use it
We use the information above for the following purposes and for nothing else:
- To answer your questions in the Q&A section and keep them so you can read them again later.
- To send notifications about new articles, where you have agreed to receive them.
- To keep the service secure and to detect and prevent abnormal access or abuse.
- To compile aggregate usage counts that help us improve the content. These statistics are aggregate and are not tied to any individual.
The app shows no advertising, does not use your information for marketing, and does not sell information to third parties.
3. Information kept on your device
So that articles can be read without a network connection and the app opens quickly, some data is stored in the device's own storage and is never sent to the server: downloaded articles and images, a copy of the conversation history, and your recent search terms.
You can erase all of it from your phone's Settings, under Apps, “Công đoàn Công Thương”, Storage, Clear data; or simply by uninstalling the app.
If Android's automatic backup is switched on for your device, the operating system may back app data up to your own Google account. That is an operating-system feature under your control in the device settings; we have no access to such a backup.
4. Information we do not collect
The app does not ask for and does not collect your name, date of birth, phone number, email address, citizen identification number, social insurance number, employer details or any other sensitive personal data. It does not access your location, contacts, photo library, camera or microphone.
The app does not use the device Advertising ID. Automatic data collection by Google Analytics for Firebase is disabled in the app's source code.
5. Sharing
Besides us, the following parties may access part of the information, to the extent necessary:
- AZVISION, the company that develops and technically operates the app under contract, accesses data in order to run the service and resolve faults. It is bound by confidentiality obligations and may not use the data for its own purposes.
- Google LLC, through Firebase Cloud Messaging, receives the push notification token and the notification content in order to deliver it to your device. That service does not receive the questions you send to the assistant.
- Competent State authorities, upon lawful request in accordance with the law.
6. Retention
- Conversation history is kept until you ask for it to be deleted.
- IP addresses and technical logs are kept for at most 12 months and then deleted automatically.
- Push notification tokens are deleted once they expire or when you uninstall the app.
7. Your rights
Under the Law on Personal Data Protection you have the right to know what data is being processed, to access it and request correction, to request deletion, to withdraw consent, to request restriction of or object to processing, and to lodge a complaint in accordance with the law.
Because the app has no user account, there is no in-app control for deleting data. To exercise these rights over data held on the server, send a request to the contact in section 11. We handle requests within 30 days of receipt. As the data is not tied to an identity, please indicate roughly when you used the app so that we can locate the records.
Notifications are separate: you can turn them off at any time in your device's notification settings without affecting any other feature.
8. Security
All data exchanged between the app and the server is encrypted using HTTPS. Data held on the server is stored in access-controlled systems reachable only by assigned personnel. We undertake to apply appropriate technical and organisational measures to protect the data, while noting that no system can guarantee absolute security. Should an incident affect user data, we will give notice as required by law.
9. About the automated assistant
Content in the Q&A section is generated automatically using artificial intelligence, drawing on published documents. It is provided for reference only. It is not formal legal advice and does not replace legislation or the position of a competent authority. Automated answers may be incomplete or may not reflect the most recent policy changes. For anything that directly affects your entitlements, please contact your grassroots trade union or the social insurance agency for official guidance.
Please do not enter sensitive personal information such as identification numbers, social insurance numbers or health details into the question box. If an answer is inaccurate or inappropriate, you can report it from within the app using the report control shown beneath each answer.
10. Children
The app is aimed at union members and workers. It is not directed at children under 13 and we do not knowingly collect data from children. If we find that we have, we will delete it as soon as we are notified.

12. Changes to this policy
This policy may be updated when the app gains new features or when the law changes. The current version is always published at this address together with its effective date. Where a change widens the scope of what is collected, we will give notice in the app before it takes effect.
